A parka is a long (typically mid-thigh or longer) insulated coat with an attached hood. Originated as an Inuit garment for Arctic conditions. Modern parkas use down or synthetic insulation, waterproof or water-resistant shells, and a fur or faux-fur ruff that disperses wind around the face. Temperature ratings vary — for serious cold (below 0°F), a parka rated to at least -20°F is appropriate.
